15-Day Visa Free Policy
Besides, Malaysians holding diplomatic and official passports can enter and stay in China for less than 30 days without China visa.
Notice on the Visa-Free Policy
2. Only valid ordinary passports are available for the visa-free policy. Travel documents, temporary or emergency certificate holders will be denied entry to China.
3. Malaysians eligible for visa-free entry to China can depart from any country outside China.
4. The policy also applies to tourist groups.
5. If you need to stay longer than 15 days, you can apply for an extension. Before your 15-day stay expires, you must submit the extension application to the Chinese exit & entrance administration of the public security departments.
6. There are no restrictions on the number of visa-free entries or the total days of multiple entries.
7. Visitors are not allowed to engage in activities inconsistent with the purpose of entry.
Notice on the CVASC
Malaysians can enter Hong Kong and stay for no more than 90 days and Macau for no more than 30 days without a visa. If stay longer, visa applications are needed and should be submitted to the CVASC.

I think you can't get a visa in Malaysia as you are only a tourist there. You can take advantage of the 144 hours visa free transit policy to major tourist cities for a short visit, see details about the policy:

15-Day Visa Free
I am Malaysian, going to China next month. After 12 days in China, l will join the Royal Caribbean cruise (5N6D) embarks from Shanghai to Japan. The cruise ship will be back to Shanghai 6 days later. By then, 15-Day Visa Free already expired. Will it be another 15-Day visa free apply ? l will be going back to Malaysia next day after the cruise. TQ

As a Pakistani's Passport holder, residing in Malaysia can apply under Pre-arrival Registration or have to submit the physical Visa application at HK embassy in MY?

FLIGHT DELAY CAUSING OVERSTAY
If travel to China on 26 Oct - 09 Nov 2024, the duration of stay is exactly 15 days. In the event on 09 Nov 2024, airlines happened to delay flight causing length of stay more than 15 days, what will be the consequences? Considering it was airlines causing the overstay.

If airlines happen to delay, you need to contact the airlines and they will issue the delay certificate and assist you to apply for an extension.
